The relevance of the research is that the information and computer communications of scientific and educational activity as a factor of the development of the information society are analyzed. Statement of the task - the modern stage of the socio-political development of Ukraine is characterized by the unprecedented pace of development of a new information and communication arrangement of scientific and educational activities in society and, as a result, its development as informational and civic. Object of research - information and (...) computer communications of scientific and educational activity as a complex social, cultural and economic phenomenon. The subject of research is the influence of the information society on the development of information and computer communication of scientific and educational activities. Analysis of recent publications and research. The author focuses on the analysis of the problems of the informational society, which was investigated in the works of I. Wallerstain, Z.Bzhezynsky, D. Bell, J.Gelbreyt, P.Drucker, A.Lazarevich, A.Porter, O.Toffler, and R.Hatcheson, as well as in the works of domestic scientists - V. Andrushchenko, V.Voronkova, O.Kivlyuk, M.Kyrychenko, A.Punchenko, D.Sviridenko. Selection of unexplored parts of the general problem. Unsolved earlier part of the general problem. Setting objectives. Representatives of the modern scientific and educational environment did not notice in due time that with the advent of the computer in the world fundamental concepts of education, man, science, the Universe, temporal measurements of time, tendencies of the development of the modern world have changed significantly. Education determines the pace of world development, and the ownership of its markets began an unprecedented rigorous competition. Information and knowledge have become a tremendous wealth, an intangible asset to the development of nations and states. Methodology of the research - the use of synergistic and axiological methods that contribute to deep penetration into the essence of the object and subject of research. Scientific novelty of the research. This scientific study involves addressing the socio-philosophical meaning of the concept of information and computer communications of scientific and educational activity as a factor in the development of the information society. Presenting the main material : the problems concerning the global informatization of the society that stimulated all processes of international cooperation of people have been revealed; due to the development of the information and communication sphere, the needs of management systems of the states, societies and their citizens in various informational services have been determined, radical changes in all security systems of socio-political relations; the historical tendency of development of industrial, then - postindustrial and informational society on the basis of the concept of J.Masuda is analyzed; it was disclosed that the progress of the information and education problem requires us to improve considerably the educational information and communication systems and technologies of education; the directions of improvement of information and computer communications of scientific and educational activity as the factor of development of the information society are substantiated. Conclusions - the concept of information and computer communications of scientific and educational activity as a factor of development of the information society is formed. The result of the research is the development of the directions of reforming the education system in Ukraine and the use of concepts for the introduction of computer information and communication technologies for these purposes. The author substantiates the principle of the researcher’s distance from the political situation in Russia and the entire post-Soviet space [Makarenko V. P., 2016, pp. 53–77] given that the main characteristics of the Russian, Soviet and post-Soviet state mind come from lie, violence and political mediocrity [Makarenko V. P., Akopyan A. G., Khaled R. K. B., 2020]. The leaders of the Russian Empire (Nicholas II) and the Soviet Union (Stalin) engaged the country in two world wars which implies that even (...) the Russian revolutions did not change the patterns of political thinking of the ruling minorities in Russia [Liven D., 2007]. The purpose of this article is to apply the author's concept of bureaucracy to explain the nature of post-Soviet wars. For this, the fundamental research of Hannah Arendt, the observations of writers, war journalists, and civilian analysts of the Soviet war in Afghanistan and the war between Russia and Chechnya in 1994–1996 are being used. The problems of reassessing the links between war and politics, the phenomenon of unknown wars in the history of the USSR and post-Soviet Russia, the reproduction of liars and the process of formation of unrecognized states in the post-Soviet space are considered. Indian theories of sentence and its meaning with special reference to grammar (Vyākaraṇa), logic (Nyāya), and ritualism (Mīmāṃsā).

The article presents the problem of using the transformations in Russia of the last three hundred years as a material for creating the theory of bureaucracy, which differs from the Weber concept. This problem is being addressed through the application of concepts developed at the Rostov School of Political Science of the Southern Federal University (Russia). The conceptual apparatus is being developed to study the Russian, Soviet and post-Soviet bureaucracy in connection with the process of forming an opposition in Russia, (...) free from the stereotypes of bureaucratic activity, behavior and thinking. Such opposition could not emerge in either monarchical, Soviet or post-Soviet Russia. The reasons are explained in the theory of bureaucracy, which contains a reconstruction of the Marx definition of bureaucracy as a social parasite organism, reflection of many social contradictions and embodiment of political exclusion. The cognitive situation in modern Russia is discussed; ways for the researcher to bypass the choices imposed on him by the post-Soviet authorities, the specifics of genesis and the structure of the police society in the country. V. I. Lenin made an outstanding contribution to the growth of materialist dialectics as a science of development. He defended and provided comprehensive validation for the Marxist theory of development, and enriched it with propositions and conclusions corresponding to the new historical epoch. In the present article we analyze a number of Lenin's ideas having tremendous importance to the further elaboration of the Marxist theory of development.

We describe how the choice of an appropriate (“physical”) gauge leads to the solution of a nonperturbative problem in quantum electrodynamics: dynamical chiral symmetry breaking in QED in a constant magnetic field.

1. Russian thought is a collective and symbolic concept. The intellect of any people on the planet Earth is great in its own way; nor can its contribution to the common planetary home of mankind be assessed on the basis of the generally accepted events of history. First, because these events in the history of mankind are overestimated; second, because many of them are still beyond the bounds of knowledge and understanding. The true mechanisms of the evolution of mankind are (...) still awaiting their Columbuses. The histories of the utilization of nature by social organisms, economics, natural science, culture, and religions are becoming increasingly disassociated; mankind, as the only cosmoplanetary system, remains in the world of hypotheses; pragmatic aspirations supplant strategies of development and survival. The established priority of scientific and technical thought rejects empirical and a priori indicators. The experience of mankind's survival is condescendingly received or arrogantly ignored if it does not accord with the contemporary paradigms of science. This total, hidden scientific-cognitive actualism as regards how we see the world was established as the highest level for the evaluation of national cultures in history and in modern times. The formula of civilized countries —"STP + Nature + Man"—is accepted as an ideal model for the world of the planet. Thus, for most Asian, African, and South American cultures, the contemporary civilizations of the developed countries are becoming a kind of sole ideal, the paths along which all the nations of the globe should move. The measure of this evaluation is the measure of STP, that is, of modern established science. (shrink)
